She's standing a little ways away from the Scoobies and just watching with a rather amused smirk on her face. She's a sucker for snowball fights and also the element of surprise.
Crouching down, she forms a ball and hurls it towards Buffy.

She slips by the wall and scoops up some snow of her own, sneaking up behind the (what she thinks!) is an unsuspecting George and throws her snowball at her, grinning. She'll regret this later, she knows, but right now, she can't help herself. And it's even then she's thinking about sending a myriad of snowballs at the others outside as well.
Oh, the possiblities.

"Oh so not fair," she calls out before making a ball and throwing it at the other girl.
She looks around for a place to hide, skittering across the snow to find safe refuge behind a tree.

That is, until a stray snowball comes whizzing by and hits Jason in the back of the head. And so there are two gay boys now involved in the snowball fight. One of whom can't keep his hands off the other. Want to guess which is which?
Or, you know, just pelt them with snowballs indiscriminately. Either way.

Problem is, while she's safe and has ammo? She can't get up to throw it.

She's watching the fight with a mixture of amusement and apprehension. As fun as this may be to watch, she wants no involvement in it whatsoever thank you very much.
In case it isn't exceedingly obvious already, this makes her a wonderful target.

Either way, whatever her intention, a snowball comes flying out from somewhere to hit Lucy, and Joan ducks to hide behind a tree before there can be a counterattack.

She scoops up a ball and hurls it baack at Willow, running around the side of the Inn to try and find a small refuge while she prepares

"Joan!" He whispers loudly. "We need to form an alliance! We can win if we work together! You in?"

"Absolutely. We should have a base." Because all alliances need a base. The nice thing about the Inn? You can think up kickass snow forts without spending the all that time actually building them.

And their snow fort is kickass. One might say damn, that is one sweet base. And they would be right.
"C'mon. Plenty of room in here and holes to throw snow out of!" He declares, crawling into the entrance.
It's time to start making ammunition!

If Joan didn't know what she'd started looking like, she wouldn't recognize her.
As it is, she's running. Once you get used to a ridiculous amount of physical exertion, you feel the need to keep moving when you don't have it as much.
A snowball would, of course, be cause for stopping and diverting her attentions.
