Yeah, that's so damned sarcastic and fucked-up and nothing is social or nice about it.

I know that a child doesn't have to pay for the studies if it has two brothers/sisters - no matter if these study or not. So is this fair?

And one of the guys who was helping in organizing the demonstrations and all went through the courses last week, just to ask who actually has studying siblings. No one in our course (about 25) raised their hands. -_- So yeah, wow how helpful.
Ah in Norway, every Norwegian student gets a type bafoeg. They ALL get it, no matter how many siblings or whatnot...
