I think that with regard to the adults, the economic question is : which path has the least cost associated with it? Having the adult make a decision to travel a different way to avoid the shops or having shops adhere to strict regulations that come with fees, and also limiting their ability to conduct business? this isn't about the possiblity of a sex shop being put into a residental neighborhood either, because those are uniform zoning laws for all businesses. I'm referring to the ones that specifically target adult stores and impose extra restrictions and costs on them.

Also, a lot of this stuff is zoning law (residential, commercial, etc.). Zoning boards have a lot of discretion.
