Get graph paper. Each square is 1 foot (or 20 centimeters? I read you're in New Zealand... I'm not familiar with metric).
Outline the room. On a separate paper, draw the furniture in the same scale, cut them out, and move them around on the room outline. 24" is a tight clearance, ideally around 30" minimum for walking. Take into account room to pull out drawers/open cabinet doors etc.
Basically, space planning based on your description is difficult; measurements will help you out the best. I wish I could help you more! This sort of thing is my favorite part about interior design (yeah, I work in the industry).
It's money not being saved, but might be worth it to rent a storage locker and put away as much of your stuff as you can, since you already have to store the bed somewhere and space is clearly at a premium here. I would pack up everything you absolutely do not need (you mentioned mugs and glasses that live on your entertainment center so I figure you, like me, probably have other knickknacks) and put it in there with the bed. Your DVD/games collection is small so I'd also put all the discs in a disc folder and store the cases too so that's one less collection of stuff you have to find space for. If you have space, I'd also go through the stuff you're keeping in the closet and cut down the stuff you don't need to have all the time there too

If you can only afford to put $20 a week into a savings account, then yes, I guess you'll have bond saved up in a year. But, if that's all you can afford to out aside each week, how are you going to have enough money to pay rent every week next year?
