It's so sad. :-( I'm sure they'll re-colonize eventually, but it's odd nobody else has yet. Maybe it was something special about the family that let them exploit the habitat so long, when other otters aren't doing so.

Hi,
Last night I saw two or three otters in the bay in front of the Seascape around 7pm.
They were slapping the water and breaching out of the water by the cliffs and in the surf zone.
What was that behavior about? Play? Mating?

You're describing harbor seals (Phoca vitulina), not otters.
