The natural family of Billie-Jo Jenkins wants the law changed so it can bring a civil action against her foster father Sion Jenkins, it has told the BBC

They seem like all they want is _someone_ on answer for it, not someone who did it necessarily. It seems unfair to prosecute someone year after year...

Yes. I have nothing but sympathy for people who lose relatives, but we shouldn't be basing new legislation on what they suggest.
