I can verify the upper level's lack of visibility-- but it doesn't feel like fog to me. It's more like... something's interfering with a clear view.

Considering recent events, I'm going to say that this is most likely Hera's doing. With her now being in power, it seems that she plans on changing this place somehow. The temples are sort of understandable if she's seeking to establish herself as an actual goddess here, though I don't know why visibility is poor in general, especially on the upper level.

A logical conclusion. I am attempting to find the reason for the poor visibility, but the information I have collected seem to point towards Hera as well.
