LOL you might be safer with it not working! Having PayPal means access to eBay and Etsy and then you will have no money :P

Why does it work for you? Does it not like Japan?

I actually have no idea. I couldn't get it to work in Norway either, maybe it's a bank related issue. I also hated that if I transferred money to PayPal, there was no way for me to get it back to my bank account. I thought about using PayPal as a payment option for clients, as it would be fairly easy to receive money from abroad, but.... then my earnings would be stuck in PayPal, and not much help towards paying my bills. Oh well.

That's weird, because you can put it back in your bank here in the U.S...maybe too many people do dark deeds with Norwegian banks :P All that money laundering!!
