...but why do I hear something that sounds like bagpipes outside my window at 2:30 in the morning?! I haven't gone to bed yet so I must not be dreaming but... I'm in Japan! Am I missing something???

my guess is that someone was watching the rose parade as it was simulcast internationally this year and japan being one of the places.

One of the marching bands had a full bag pipe section.
