Sorry, first time filling any prompts like this, general question--does the prompt "text" have to be included verbatim in the fill? Or is it just a short story using the prompt text as a...well, prompt inspiration?

Nope! It's up to you and if quoting the text fits in your story. The text is just a prompt; you can write about the situation that led to the text, what came after it, anything inspired by it, whatever suits your fancy. :)
