The article says DS9 was the first to have jumpsuits, there were not jumpsuits (the costumes might have been). They were a jacket, turtleneck & pants. They'd have a vest sometimes & you'd see them with a sleeveless undershirt now and then.
The article they link to describes the TNG era uniforms as jumpsuits, but they're not supposed to be (even though the costumes were) in one episode Ensign Ro takes off her jacket to give to a refugee child & she has on the sleeveless undershirt.
