OK, aren't November and February sweeps months? I don't understand showing repeats for half of the month

Sweeps period changes every year. It's always spring and fall but this year spring is in April.

Hmmm, wiki is telling me (lol, I know) that sweeps is pretty solidly in February except for specific years like 2009 when it got moved because of the analog switchover. Is there a reason that it's in April this year?

I was mistaken with how much it moved. There's a difference between Neilsen sweeps and other monitoring systems too, but with Neilsen there is February sweeps as well. Then there is a later spring sweeps for "finale season."
