Actually it was a pretty smart move. He knew the ISU were just waiting for him to do something else so they could punish him more, so he decided not to antagonise them by appealing. He knew if he let them believe they had got one over him, they'd be more likely to let him come back.

Besides, he knew they couldn't ban him for four years. Even those who hate Plushy would have to agree than banning him for longer than a drugs ban would be ridiculous.
