Canada should really be off the table immediately since they have Worlds in 2013 (I'd be saying the same for France if they offered)
I have to say though...Croatia and Austria are tempting maybe because I could possibly go :P

France and Canada both have up-coming Worlds scheduled, therefore they shouldn't be considered to hold this year's event, unless it was a case of only them being able to. Which it evidently isn't.

I think it's selfish and immature of federations to be more worried about who gets what turn or how many turns over picking the best, easiest, most reliable place for Worlds to happen. Right now the what is in the best interest of the skaters should be the highest concern. The skaters are already limbo and probably losing condition, all of this bs delaying isn't helping the situation.
Canada is a good option with the right resources. To me it's silly to rule them out, clearly it isn't to you.
