$6 million is not like, a jaw-droppingly high ad buy, at least not in the political world

Well, the insurance companies aren't going to directly try to keep their astronomical costs and grab for extra testing and services down. They're going to go the easy route and simply refuse to fund those services for their less wealthy patients. I swear to God any doctor who supports a private employer-related system of health insurance is a greedy bastard who's more concerned about their bottom line than their patients.
