I can't believe I didn't know that medicaid programs limited the number of prescriptions patients were allowed to be on. What is the rationale for that? I mean, do legislators think those awful, awful poor people are just popping expensive pills for the fun of it?

Probably just plain old budget issues. What you can do to fix it is tweak the budget. But that'll never happen.
