Shooting someone ("wielding" a bicycle chain) 7 times, and then shotting him once more in the head even after his partner told him to hold fire, isn't considered excessive use of force? What idiotic, hair-brained investigators came to this conclusion?

Oh of course he won't be charged. Of fucking course. He only shot the man, what, eight times? It was all just a big misunderstanding, right?!

god this is reminiscent of edmond yu and so many others. it's disgusting how willing the police are to shoot the people they're supposedly protecting.

and eight goddamn shots makes it pretty clear the police officer wasn't just trying to disable boyd.
