I have an idea.

If any construction has been done on this complex already, let's pay to have it torn down, then pay the workers who were going to build it (not the company, which is probably an over-inflated defense contractor, but the actual construction workers) a year's wages as if they had worked on building the thing, and then draft some plans to build a highway or a hospital or a nuclear-warfare-museum-I-don't-even-know instead.

That happens regularly and it's why hand-wringing about gov't spending should start and stop at what the dept of defence hemorrhages.

In the mid-'80s I knew several teens who told me their parents worked on creating Reagan's space-based missile shield...which their parents also told them was impossible. The scientists knew it but they took the gov't money because someone was going to. I understand that happened after 9/11--Homeland Security had all this money that had to be spent so projects were being started that would never succeed or even finish. I suspect this has been the case for decades.
