The concept of the "Palestinian people" as a separate entity is a relatively recent construct. Historians place it earliest at the revolt from the Ottoman Empire, and some historians place as late as the late 1940s. http://en.wikipedia.org/wiki/Palestinian_people#Palestinian_history_and_nationalism

Does this make them any less legitimate?

True, but the current "Israeli people" are the "Jewish people" and that entity certainly did exist, and was actively persecuted as an entity. Suggesting that this is related to land-location is disingenuous. The folks who are currently identified as Palestinians declared themselves officially as not a separate group in 1920. Jews have been separate for at least 2000 years.
