I think his show was mainly theatre. I think he was okay as a mayor, just has a tendency to get caught with sex workers IIRC.

Jerry Springer was amazingly, wildly popular as mayor--to the extent that HE GOT RE-ELECTED AFTER THE INCIDENT WITH THE PROSTITUTE. For awhile he was the biggest rising star in progressive Midwest politics.

Then for some reason he decided to go on television.
