Weird. What the hell? Everyone knows that masks makes a person like 100 times more creepy outside of a costume party.

I think the fact he is wearing a mask demonstrates either that he is not at full mental functioning capacity, or he is completely aware of how it makes him look but is intending to act and therefore more concerned with not being able to be identified. Scary either way.

It really is because it doesn't sound like from the witness that he is mentally handicapped just trying to freak people out. And, if he is handicapped, I hope that he has someone who will tell him to stop because he's on the road to having a panicked father beat him up.

I feel like that's a SUPER GOOD IDEA. Document that shit. Like... I really hope that this all turns out to be much ado about nothing... but if shit goes down, wouldn't it be best to have lots and lots of photos of this guy?

This was my thought too.

I was walking my dog past a local school one time and noticed a man watching the children on the playground like he was a cobra getting ready to strike. It was so creepy. When he saw me, he started walking down the hill towards me. I looked him up and down carefully -- I wanted to be able to identify him, and I wanted him to know I could. When I got home I called the school, and the person on the phone ran straight out to warn the yard-duty teachers. Later that day, I saw the same guy near another school, but I haven't seen him since.
