As grim as that report is Serpas is trying clean up the force and is quick to demote/fire any officer who violates the rules. It's the bigger issue of getting the city and its residents to trust the NOPD again. My brother got thrown in jail in Thanksgiving in '04 because of a seat belt violation and I'll admit my brother is no angel. But the cop readily admitted that she was only doing it cause if she had to work on a holiday she was going to ruin someone else day.
