Egads. I saw the relevant Anderson Cooper story on YouTube (thanks to my twitter peeps) and boggled. This is even worse.

Not sure if this is exactly it, but it was released today and listed as "Media Ground Rules". Don't see any mention of the 65-foot rule though.
