This. And how about going ashore to the pirate villages and destroying any boat that isn't obviously a fishing boat.

the problem is that it's the same boats. They can be peacefully fishing while a warship cruises around and when it leaves get their weapons and hijack a tanker.

That's probably correct... hmmm. How about going ashore and confiscating every single weapon found? Then talking to the guys who have new houses, SUVs, and satellite dishes, and tell them the next visit will involve something worse - because the rest of us ARE GETTING PISSED OFF!
