Sen. Jim Webb (D-VA) will launch an effort to reform the nation's prison system today at noon, his staff says, introducing a bill--the National Criminal Justice Act of 2009--that would create a bipartisan commission on reform. BTW, we are in dire need of reform. The amount of prisoners who go back to prison upon release is depressing. Our attitude towards criminals is "lock them away and never let them out". But we have to let them out someday. And when they come out, they'll just be causing the same problems. Many turn back to what got them in jail in the first place because it is hard to turn your life around with a prison sentence on your record.
