The problem has nothing to do with who's running it (public or private because it's happen in care homes that are both) but in that fact that the general public just normally doesn't care. It is as you point out ageism. They're old so we forget them. We don't care as societies about what happens to the old as long as it's out of sight. Until that changes it really doesn't matter who's running it or funding it.
