The article says he "released a statement," so I'd say yes, it ws in writing. And I can't help wondering how much he personally had to do with writing it. Because like you said, it was way too coherent. I'd bet money that it was written mostly, if not wholly, by an aide or aides, scrambling to do damage control, lol.
