This is complete and utter bullshit. Every article I've read seems to highlight/emphasize different aspects, and they ALL suck.

This particular quote, from an article on HuffPost that I read, really jumped out at me:

At its heart, Ryan’s health care plan cuts taxes for the wealthy by hundreds of billions of dollars. It does so by raiding Medicaid, a health care program that is popularly understood to benefit the poor but is also a lifeline to many elderly people. The bill also helps fund the tax cuts by raising the cost of health coverage for those over the age of 55 and those with pre-existing conditions.

So basically, what Paul Ryan and his scum sucking slime ball Republican colleagues in Congress want to do is fund tax cuts for rich fat cats on the backs of the poor, the old, and the infirm. These assholes are some heartless, soulless douche cannons if they actually think this is okay. They need to diaf before they have a chance to actually pass this shit.

That shithead has never had a coherent thought in his life, let alone a coherent set of proposals. On a serious note though, this is a disaster and will have negative repercussions on the health of every vulnerable person in the US for decades to come. It's like they sat down and brainstormed all the different ways they could deny affordable healthcare for those in need.
