One issue in this is Quebec's 'defense of its language and culture' which has led to a lot of xenophobia. (This is all enmeshed with the issue of Quebec separation from the rest of Canada, which has been floating around for the past few decades and which led to two referendums on this issue in Quebec: in 1980 and in 1995. Both led to the 'no' vote winning, such that Quebec remained in Canada.)
Simply put, (and I'm French Canadian myself) I am utterly and completely disgusted by this. Basically I am horrified at my province (and people of my ethnic background, honestly).
It's very possible that they are. Unfortunately in Quebec immigrants are greeted with a whole lot of suspicion and racism because of the separatism/Quebec nationalism issue, which wouldn't be an issue in Manitoba.
