The problem here is that instead of acknowledging that men in all countries would benefit from this education, they're making it into a classic us-and-them: "we" already know and don't need to be told, whereas "they" are all unequivocally violent because of their supposedly backwards culture. That is a stereotype based on a racist generalization no matter how you look at it
