Actually, this is likely their action plan for the next two years: win a majority in the House, spend the next two years impeaching Obama, use the impeachment to win the presidency in 2016.

Does this seem political-theatery to everyone else? He's introducing this bill in JULY, not in NOVEMBER. Meaning he knows 110% that it's going exactly nowhere.
