These are clearly "police officers" who have absolutely no fear that they will ever be fired or taken to the woodshed for their reprehensible behavior. There are armed thugs in Miami Gardens, and they have badges.

Probably because they're not interested in actually doing their jobs. Because that would be hard and dangerous and stuff. Much easier to harass the same person hundreds of times.

Because if they harrass nice safe citizens who aren't likely to fight back, they'll discourage nice safe citizens from reporting crime and the official crime rate will go down. We've been doing it in New York for years.

It sounds to me as if this is a majority-minority community. I don't think they're doing this for the public. I think they're doing this so police commissioner and the Mayor can wave the crime statistics when they apply for better jobs.
