the list of who can nominate someone for a peace prize is fairly long (http://www.nobelprize.org/nomination/peace/). I'm assuming this group might fall under the heading of "directors of peace research institutes and foreign policy institutes". I'm not sure that this means all that much, really.

But I'm having a hard time finding anything about this group that isn't related to this news item...
