These are the same tools that, IIRC, tried to argue that they didn't have to pay for decontaminating areas because once the radiation left the plant, it no longer belonged to them, but to whoever owned the land it landed in, and that those people had to pay for decontaminating. They've been trying to pass the buck from the second this whole mess of their own making started.

So what kind of sanctions or consequences is the Environment Ministry willing to pursue, I wonder. I seriously wouldn't blame them for trying to prosecute after this.
