I'm rather disturbed by the dismissals of his comments as humorous (for this comment at least) or as variants of 'oh well, he's old, so it doesn't matter as much'.
If I remember correctly, Phillip was invited to India some years ago, and was taken on a tour of the Jallianwalla Bagh Massacre Monument, and he made a comment that the British didn't kill nearly that many people as the Monument claimed.
I don't think he means any harm, he's like a bonkers old uncle who says things out of turn and everyone just rolls their eyes.
So if I called a black person the N-word but "didn't mean any harm", would that make it okey-dokey? I'm not Filipina so I can't comment on the offensiveness of this particular statement, but the slitty-eyed comment sure was offensive even if he didn't mean it that way.

Also, I thought it was funny. I can't see any particularly derogatory or mocking aspects to the joke, what's the problem?

Remember his comment to a British student in China and how he'd grow "slitty eyes" if he stayed too long? So this is nothing new for him.
