Exactly. You can't just say "they can't gather or protest." You MIGHT be able to say "move on, you've violated your permit with Hate Speech," but the government would have to make that stick in court. And rightfully so the bar is VERY high. Nasty, mean, awful speech HAS to be protected, because the next speech that they want to ban, might be something that ONLY the government objects to ( ... )
