Yeah, the US may have refused Kyoto from the beginning but Harper backed out as well.

I didn't know China was viewed as a developing nation. I can see why but the civilization has been around so long that I'm not sure I can think of them as struggling.

India's been around forever too, as has the entire Middle East region. Culturally advanced, at that. That doesn't mean they're in a good place today.

Yeah, like poor Iraq. Or Rome! I guess I think of China as more monolithic, like it's an empire that's never declined. All this without actually knowing much Chinese history!

I'm influenced too by the new trade treaty between Canada and China which seems to put the 2 countries on equal terms. Maybe it's just that China is developing very quickly? They don't appear to be expecting to be "developing" for long IMO.
