I'm finding this article vaguely confusing in the first few paragraphs. I'm not sure the author gets the issues. The article even fails to mention what a 'practical school' is. It's a school for kids classified as having mental disabilities, i.e. those who have learning disabilities. And... at the moment a disproportionate number of Roma kids are placed into these schools. These schools are found to generally offer limited education.

That's what the issue here is.
