Yeah, I agree with those who say Locke was the best choice. Part of the reason why MIB was perfect for Locke's form is Terry O'Quinn's excellent acting abilities, but, at the end of the day, it's all about how Locke's story is reinforced/challenged/made more poignant by the fact that Locke was too trusting, "wrong", etc. Though I would have loved to have seen more Elizabeth Mitchell in this season, ngl.
tbh, I haven't been that impressed with Terry O'Quinn's version of MIB. I think Terry has a lot of mannerisms that he put into Locke, that he still uses with MIB, such as his particular inflection when he stresses certain words, and the way he sighs and shifts his weight around. It's all too "Locke" to me. I would think MIB would carry himself with more stillness than Terry portrays. He's ancient and presumably "evil", and I think his mannerisms need to appear a little less mortal.
That's out of the realm of the storyline... so within the storyline I think it would have been fantastic if MIB had taken Juliet's form. Although she's already pretty still/badass/otherworldly in her acting, so I guess it's not a huge departure from MIB. She would have had to harden her facial expressions though. Juliet tends to look "pleading/empathetic" a lot.
I disagree about Terry's acting skills. I immediately saw a huge change in personality when he appeared as MIB on the island last season. He walks and talks with an unbreakable confidence that Locke lacked. Locke, while a "man of faith" was filled with doubt and uncertainty, and desperately wanted to do something important, and he carried that in his speech and actions. Well after Ajira crashed on the island, Locke was so different. I think terry has done an amazing job.

Imagining Kate trying to be the Big Bad... lol. Sawyer is already kinda mean so we might not see a great personality change.
