A trailer has surfaced online for a previously unannounced Legend of Korra DVD, making it likely that Nickelodeon does in fact have plans to release the series in that format

it's almost 2013 and i highly doubt nick will release a whole series collection, sadly :/ so the best bet is to just purchase the complete book 1 edition + book 2 + book 3..

There is a whole series collection, but it looks like it's only available in the UK. I wouldn't know how to get them anywhere else, and unless you know your DVD player can handle Region 2 discs I'm not sure if they'd even work. :/
