It's basically a self-fulfilling prophecy at this point--the top four leagues are pretty much guaranteed to remain the first four leagues because of all the points they necessarily get with the group stage (just by making it to the group stage, aka finishing at least fourth, they get four points). That's sixteen guaranteed points per league per year, without even taking into consideration historical performances.
It's as close to a closed league as they could get, while still being able to say shit like "European football remains united behind the concepts of solidarity, fair competition, fair distribution and good governance". Kiss my fucking ass, UEFA.

I wish Plantinni had told them to do one, because who'd want to watch the same 'big clubs' play each other week in, week out, without a new 'Cinderella' club to show up? That would have gotten old real quick, and I'm surprised that this wasn't put to a vote with the other participating FAs or something?
But La Liga, Serie A and Bayern Munich (especially their CEO, Rummenidge, who's been vocal against the money in the English league) wanted it, so *kanye shrug*
To be honest with you, last season, the Europa was more exciting to me than Champions League, and you can take that to the bank!
Good luck with Sporting! The only English team I'm rooting for in Champions League is Spurs, since they have five English men on the first team.

Yeah Tottenham is the only in the 'top six' have five English men in the first team: Kyle Walker, Danny Rose, Dele Alli, Eric Dier and Harry Kane
Liverpool is a close second: Nathaniel Clyne, Jordan Henderson, Adam Lallana, James Milner - and Daniel Sturridge?/ Danny Ings?
Chelsea two Cahill, Loftus Cheek - although credit to Conte, he want to mesh academy grads in
Manchester United two Luke Shaw, Wayne Rooney - Rashford, Smalling and Lingberg seem to be on ice for a bit
Manchester City two: John Stones, Raheem Sterling - Joe Hart is out the door, and Fabian Delph is second choice
Arsenal - ehhh, for their supposed 'English core' they only have what? Walcott on their first team? Welbeck and Wilshire are crocked, don't know what Ox and Chambers are up to.
*Leicester have three Drinkwater, Vardy, Simpson
*Not top six, but because they're champions, they should be there
