Both are a bit right and a bit wrong I guess. Arsenal cannot really complain about their own money. They are one of the richest clubs in the world. Chelsea can hardly complaing about City. Pot, kettle and all that.
I think practically everyone agrees there needs to a sort of accountability towards how much is spent in football. The inflation of transfers is ridiculous and astronomical.
Right now UEFA's FFP rules are stupid, even Wenger has said so. It's just impossible to create a set of rules that the top tier teams will agree one since they're the ones who would be most affected by it. Thus, the rich and successful keep the rich and successful as they are.
