It's spanish slang and I can't think of a precise word in english that means the same thing. It can mean something/someplace super fancy, like you can go to a very pija party. Neighborhoods where people with lots of money live can be called barrios pijos. Referring to people, it's usually a style associated with rich people, many times associated with a certain political leaning. They wear very preppy clothes and are sometimes very label conscious. It's usually said in a derogatory way, Raúl's boys are pretty much picture perfect pijos, stylewise.
