What an awful human being. I'm disgusted that it took so long to lay charges, but I'm glad it finally happened. Operation Hope sounds like a good project.
...but holy fuck, such a long period of time to be hurting people and not apprehended. I'm not surprised that initial reports yielded no investigation, but it's still pretty disturbing.
