It's a lovely day at the local park. People are nibbling at ice cream, children are running and laughing, it could be any park anywhere though the people, the kana on a few signs, and the cityscape suggest Japan; specifically, Tokyo

This isn't a specific spell that she's practiced - there's no rote Latin to recite - there's no guarantee that it'll work. There's just Willow, her knowledge of Roman mythology, and her power. But she has a lot of power

"I definitely want to know," Willow answers immediately. "I guess you might be right. I know a lot of things that most people don't, but that doesn't mean I should expect to know everything." She's more talking to herself at the end, there, and quickly reorients herself mentally.
"Anyway, speculation won't do us much good. Want to get out of here? Or are you still patrolling?" It's the word they used for skulking through graveyards and routinely staking vampires, and Willow uses it automatically here.
Mercury'd feel better about herself if she'd truly been patrolling and not caught by surprise. On the other hand, the enemy was gone and Willow was certainly worth meeting, with that power. A trade-off, perhaps.
"Let's go," she decides. In the dream, she doesn't think to worry about the reaction people will have to seeing Mercury, and doesn't de-transform.
"Starving." Her serious expression finally relents into something wry, faintly self-deprecating. "Sorry to get all intense on you... uh, you're going to have to lead. I have no idea where we are."
"That's fine. We'll go to a cafe I know. I want to eat cake!" She turns without another word, leaving Willow to keep up.
It turns out to be.... much closer than Mercury would remember it if this were waking life, practically just across the street from the park. The cafe is a somewhat upscale place, private, with a menu full of coffees and teas and pastries.
"Cake is always a good plan," she agrees, jogging briefly to catch up and then settling into a walk. "But the real question is, what kind of cake?"
Willow might be catching on to certain elements of weirdness, but by and large she's still caught up in dreaming. She doesn't question how close things are, or Mercury staying in costume, or anything like that. As far as she's concerned, everything is completely normal.
