short answer: yes

most hacking doesn't really require huge amounts of resources, just a few nerds who know what they're doing and some computers with halfway decent internet connections

i would say no tbh in pics of NK they are shown to have comps that are from the 80's/early 90s but then again communist countries tend to show what they want to show so there might be a bunch of comps that are new and able

It's actually pretty easy to do stuff like this. You just need the internet, a computer, and some halfway decent software that you could honestly buy for as much or less than the amount paid for Microsoft Office and then BAM! instant access to any computer that gets infected by the malware. What's even more interesting is that these malwares and spywares used by autocratic states tend to be developed by the global north and then sold to the global south.
