As raw as a person can get on 2 oz of gin, yeah. I'm probably not going to have a better chance to use the subject line than this.

I don't see why raw has to mean drunk.

It certainly doesn't, but getting raw on gin requires there to be gin, and presumably there is an amount that is small enough that the gin is not the cause of any rawness that may circumstantially be happening.
