I didn't see www.writingexcuses.com on your list. Writing Excuses is a 15-minute weekly podcast (updated Sun or Mon, depending on your timezone) about topics of interest to writers. The panel is made up of Brandon Sanderson, Howard Taylor, Mary Robinette Kowal, and Dan Wells (and often a guest). It's in its 9th season and it won a Hugo last year.

http://www.dansimmons.com/writing_welll/archive/writing_index.htm is "Writing Well" blog by Dan Simmons, a sci fi and horror writer. There are some great installments on style and on making your characters real people. I highly recommend it.

Police Forum has loads of info on just about any police procedure you could think of.

Pro Writing Aid and Edit Minion are both online programs to help with editing. They point out common problems (ie. grammatical errors, word repetition, punctuation issues, etc.).

Oh, and of course there's Write or Die (alt. link for the old (free) version here). Which will make you write all the words.
