Yep, it's Russian. It says "FIRST YEAR! PICK UP YOUR PERSPECTIVE that you lost in the dean's office!" and where to get it. They obviously refer to Perspective class assignments, but it sounds just right out of the context... XD NO PERSPECTIVE IN THIS SCHOOL.

X( Russian cursives always give me a hard time for some reason, and handwritten cursives are the worst, I can't even read a word.

To be honest, that cursive is particularly horrible (especially for someone on our faculty, haha), I couldn't make out half the words at first too.

...wait, does it mean you can read normal non-cursive Russian? :D

Well, not always without mistakes of course, and definitely not fast enough X( I always admired folks with different alphabets who have to learn a new alphabet along the new language.
