Well, since there's nothing currently to prevent it, Oliver would definitely be able to sense Jamie's emotions. I will do my best to try and get that to come across in the tags, but if I'm ever unclear please feel free to poke me. I'm not as good with action tags as I would like to be. :)

mortalmasked. Eye contact will be pretty unlikely, on the whole, because he's usually wearing shades. If it does happen, Oliver will probably be getting some weirdly muddled impressions, but he should be able to get at least a little sense of mood as well.

For bodilesswarrior and borntostand, definitely. Barbara's a normal human (well, biologically speaking). Kate...is not, but she doesn't have any psychic defences.

For oncemaruader...I'm not sure if Occlumency actually extends to emotions, or if being a wizard+magical creature would tamper with it anyway. I'm gonna say - yes, but they're more distant?

For miseardae, his barricade isn't quite as strict as Brax's, but it also has a mental component, in that he controls his own emotions as much as possible because he is a crazy repressed bastard. So I'd say not much gets through - just the occasional twinge.
